Travelling for the hornbill festival this December 2024, advice?

Heya folks,

a few friends and I are planning to go for the hornbill festival this year. But there's very little information out there. What are the best dates to attend the festival, beginning (1-3) / end (9-10). How is the experience? Where could we possibly stay maybe rent out a cottage and car? What permits are required and how to get them? How can we fit Dzouko valley in this?

And since we're in the North East we thought meghalaya is a must. We're horribly indecisiveplanners so any ideas, routes would be much appreciated.
