When is a guy ready to start dating?

What would you expect in a guy you go on a date with. Does he need to "have his life together" in the traditional sense, be in the same tax bracket as you or higher, etc. Does he need to have a lot of exp being emotionally availble with other people, time management skills, or know exactly what priorities he has in life and what he wants in a partner?
