How many interviewees progress to reference checks?

I interviewed for a position and progressed to a reference check a week later. I'm sure it depends on the department and number of roles available but can anyone give me some insight, based on your experience in HR or on panels, how many people usually progress to the reference check stage? Is it a handful or only the preferred candidate at first? There are two positions available in my case. Thanks!
