Why do reference checks for every interviewed candidate?

I’m hoping to get some insight from any QGov hiring managers here. I recently interviewed for some roles and at the end, the panel said they conduct reference checks for all candidates they interview. I was a bit surprised because this seems like it could put applicants in an awkward position especially if their direct manager is contacted, and the candidate didn't get offered a job?
I’m trying to understand the reasoning behind this approach. Is it a standard practice across QGov, or does it depend on the department?
Also, I’m curious about the timing of reference checks & criminal history checks. Are they usually done at the same time? If a candidate only gets a reference check but no criminal history check, does that mean they’re out of the running? Thanks!
