Shipping to Canada from USA

I’m trying to ship documents to a Canadian government agency in New Waterford NS. They are saying to use a courier service due to the strike and usually I use UPS to ship to Canada but I was just trying to ship something and they stated that they aren’t shipping to Canada due to the strike. UPS recommended FedEx but I just read that they might ship my package to Canada and then hand over to Canada post which doesn’t help because of the strike. Since FedEx is in Canada I figured they would just deliver it themselves, can anyone tell me if I ship it through FedEx is my package likely to just be delivered by them or do I run the risk of my package being give to Canada post for delivery and it getting delayed until the strike ends.

The Canadian government address I’m shipping to is specifically for delivery by courier service and they have a different PO Box address for shipping by postal service so I would hope any courier service I would use would deliver it themselves.

If anyone can recommend a courier that should ship from the Us to Canada without any issues and without handing over to Canada Post that would be great.
