Car rental insurance

Hello, when you rent via the chase app I don't see an option to add full coverage. Is that something you can do at the country? I think the chase coverage works if you decline the insurance from the car rental place but I'm unsure how that works overseas so I figured I'd just pay to have it fully covered.

Also i saw someone else comment a while ago about not getting their 10x points when booking via chase app. I only got 3x and when I called they said that's correct even though I have sapphire reserved. Is it back to 3x?
