Why do so few games have a Chinese dub?

On steam I've noticed that when a game offers "Full audio" in multiple languages, it rarely has Chinese, which seems weird what with the size of the market.
The only recent one I've played was Cyberpunk (full audio + lipsync)

Why is this? Do Chinese prefer subs to dubs?
