Good towns to run in?

I’m looking for suggestions of the best towns to run in. Good criteria include ample sidewalks, not too hilly, plenty of looping and intersecting neighborhoods to make a route longer or shorter. Within a half hour to Naugatuck Valley

Any suggestions?
