Delaware contractors registration

Are there any contractors here from Delaware? I am in the process of slowly starting a small side business as a handyman. I keep seeing things about needing a contractors registration certificate, but if I read about it on the website it’s confusing. Some places say all contractors and others say it’s anyone working on Public Works ONLY. Anyone have any insight about this? I haven’t been able to get a hold of anyone at the office. Thank you.
