seller won’t ship item, but won’t refund me either

okay, i’ve been a depop seller for 6 years and know my way around the app. i bought a shirt from someone via paypal thru depop , super stoked and they said they’d ship it next day. after that they start telling me that their bank is being weird and won’t show them the label..??? whatever that means. every week or so i’ve been checking in like hey did you get things figured out? etc etc. they ended up contacting me via instagram to make more excuses for why they still aren’t able to ship the item.. it’s now been a full month (27 days) and the seller is fully ignoring me at this point. but has the audacity to watch my instagram stories?! lol. they won’t send the item, but they won’t send me a refund either.. they won’t even answer my messages.

since the purchase was through paypal, depop won’t help me at all with resolution. but paypal won’t help me either ?! i’m just baffled i’ve never had it happen like this before. usually i can at least go through paypal and request refund for the issue.

what do i do????
