Seasonal class item still not dropping?

Hi all,

I've farmed the nether and the rune of wanting until my eyes bled, not one single drop. A few people mentioned they have it, but never seen it in the game - is it bugged? Is the drop rate low? Our did it only drop from an activity/source I'm not doing?

Really frustrating!
