How to breakup logically ?

One of my friend has a relationship for last 7-8 months. The guy is she with is somewhat playboy, into other women too. She tries to breakup for a long time yet nothing is happening. The guy doesn't seem to care and continues everything. How can she get out of this relationship? what to say to permanently cut off this relation? Any idea everyone?
