Does my dog need stitches

When I was in my front yard my dog ran across the street and ran up to my neighbors yard that had a dog in it. The yard is fenced in she didn’t yelp or make any noises but when we got in my car I noticed her face had these scratches. I’m not sure if the dog got to her of if the fence did it. Does she need stitches or how do I fix this?
