Why are contacts (constantly) rejected even though all the terms are agreed to?

Trying to extend Oscar’s contact. The offers and counter offers are constantly rejected even though the terms are generous and, importantly, what’s been asked by the driver.

What’s going on?!

(I am approaching the end of 2025 and haven’t had any other issues with contracts when signing affiliates and staff)

Edit: I only recently downloaded the game so assume I’m up to date with patches (but will check later to double check).
