Buzzing Friends Hair, need formula suggestions for bleach & tone

As the title reads, I am helping my friend shave her head to support her mom who has to for a brain surgery. Anyways we want to shave it down to a 1 or a 2, & then bleach it and add a design. She is a natural level 3/4 and I’d like to get her to a 10 or as close as possible to achieve a creamy white. What would be your suggestion for a color/toner formula? Not necessarily worried about damage because she will likely buzz again once it grows out a bit but just want to do a fun design or pattern since she is a first grade teacher. Thanks in advance!
