Removing dark spots from oak floors?

My parents bought a fixer upper and I’ve been helping them with sanding down and refinishing the floors - sanding it down to the bare wood took care of 95% of the surface spots/blemishes, but these spots are still left. Is there some way to remove these and/or what’s the best way to remove them?
