How do I take out dropships with the airburst rocket launcher?

No matter where I aim it never seems to destroy the dropship. Is it even supposed to? It says that it fires flak shells so I'd assume it is, since those are anti-aircraft ammunition in real life.

Will someone just tell me how or if it's even possible
