please help me resolve this apparent contradiction

I saw bits of the recording from the meeting yesterday with people associated with the shelter who say that they contribute to the solution of the problem of homelessness rather create the problem in the Church Square Park. They spoke passionately and eloquently. They also said that Troy Timberlake (the scumbag who knocked out that woman in the CSP a few weeks ago) was not in their shelter (well, actually I think they said that he hasn't been in their shelter for over a year or something like this). In that case, if everything is so great, and they are doing such an amazing job, and they are actually not attracting all of these assholes who do horrible things, why are are these individuals in the CSP, near where they operate, and not in the other parks?
