Shelter Guests

What can the city do so that we don't have dozens of shelter "guests" standing on the sidewalk, smoking, littering? Does the Shelter leadership care about these issues or do they think the neighborhood should just accept this type of behavior? Why do people who live on the same block have to deal with this daily nonsense? If you dont have capacity to accommodate your guests INSIDE, then you should probably shut that whole thing down and move somewhere else.
