I'm sure you know the answer but

The Xfinity tech came by to install new 1.2 GB service (internet only) and put my modem downstairs in the box of a closet in my condo. 3 photos attached. My question is, why are there all these loose cat5e/coax cables not plugged into anything?! I have an upstairs outlet with coax male end and Ethernet port that's not getting any signal. I just have wifi right now. Is it simple to activate the upstairs outlets from this box? Appreciate any insight from ya! Thanks
