Sleeping and eating routines

I'm currently in Rome for 3 weeks. After like 5 days, I recognized the extreme loud Environment here, starting with the nonstop traffic to the late night dinner culture. Coming from Germany, this is completely strenge for me. My room is right over a Restaurant in a relatively good and nice Quarter, but the guests and workers often talk and scream loudly in the streets until around 1 or 2 am EVERY day. Dont they have to work the next day or what I am missing? Coming from the heavily italo-influenced Western part of germany, I am very Fond of and used to good italian Food. Even the recommended and non Touristy spots in Rome seem to offer only mediocre Food. The good food could be served at expensive high end Restaurants, but I am not that rich that this could be an Alternative. I do have a good and positive impression of Rome. I am Speaking italian in every day conversations more than the usual tourists and am friendly to anyone. Most of the people here are friendly too, but over all it is very different from what I expected. Maybe there is something I am not regarding?
