How the hell do escalators work in Kyoto?

Sapporo, Tokyo, Sendai: everyone stands on the left. Simple.
Osaka: everyone on the right. It's special, fine.

Kyoto: sometimes left, sometimes right, it's totally random? Is there some code - copy the person in front? How can a huge city have anarchy.

Silly question but I tried Google and it's all about Osaka.
