Question about Warlock ability interactions

Hi there,

Super new to the game and had a question I can't seem to find the answer to. I am playing a Warlock and one of my talents says that my abilities can proc Rip Blood, and another one of my curses.

My questions are:

1. Do I need to have Rip Blood/curse on my bar to do this?

2. Will it use my specced into Rip Blood/Curse if they are specialized skills but not on my bar?
