How do we genuinely figure out the legitimacy of lottery vendor sites?

I repeat, lottery aggregator or vendor sites, like this one smart-winners.com 

I have played from official Govt sites before, as a rookie but the main reason for me to choose aggregator sites because of the syndication that I can get into, and I can get to browse more options under single roof. Now my questions are:

1. How can we verify the legalities or security of these sites. (yea I know about SSL, HTTPS and stuff but otherwise?)?
2. How do they make money out of it? If we don't need to pay anything to draw our earnings? Are there anything more shadier than it looks?
