what’s this mean?

What does this mean? I have a $9.70 balance since Mercari won’t let me transfer money anymore since I did $600 this month. Are they saying they are going to take my $10 in 15 days? and I have more money coming through soon! Also do I exactly have to wait until March 13th to transfer more money or just until march?
