Why do people pick Vexenna?

I really don't see her value in the meta right now. She's extremely vunerable to constant aggression, she gets outranged by many of her competitors in her lane, she can't contribute much to team fight aside from her ult and her unimpressive S1 slow. She doesn't have much utilities to work around either. Why?
