Who do you think could have been GOAT under better circumstances?

If the Bulls had never put a good team around Michael Jordan, and he decided to stay loyal or went to other teams that didn't work out, it's possible in an alternate timeline he ends up with zero rings. Even with one or two, he probably wouldn't be the GOAT. Even with all the talent and hard work in the world, luck plays a part in everything we accomplish.

This got me thinking. What player(s) do you think could have been the GOAT or at least Top 10 All-Time - that aren't considered in that conversation today - if they'd only gotten luckier with their teammates and front offices?
