What am I missing here?

I’ve seen this situation a few times this season where takedowns are awarded from neutral when one wrestler clearly has control of the other wrestlers leg.

In this instance, Washington has his hands locked around Turley’s leg here but a takedown was awarded.

Has this always been the case or is this a new rule? Any incite is appreciated because I need help with the specifics of the rules in this situation.
