Snow next Tuesday/Wednesday?

Looks like a 60% chance of seeing some sort of wintery weather. I don't understand how does the local government handle this rare event, does everything shut down because of our lack of equipment handling this surprise precipitation? Or we all have to risk it and drive on icy roads to work and hopefully not do bumper cars on the I-10 bridge
