Retained Obstruction Error Bubble Mew?

I’ve noticed that my Mew ex had these strange bumps all over it, after looking at the CGC error guide - it matches retained obstruction the most. Would this count as a retained obstruction? Even if it would, I’m assuming it doesn’t automatically mean it’s worth more. Would appreciate some insight :) TIA
