Is three hours on Culebra island enough with no rental car?

I booked sunset horseback riding at 4 in Vieques. If I plan to go to Culebra in the morning, the latest I could find is the ferry leaving 11:30 to make it. The flight has only 2:45 arriving in ceiba 3 but the flight going to Vieques leaves at 3.
