From what level do you consider that a player is already high level?

I've been playing this game for 2 years now and I'm lvl 97, since most players that I see are lvls around 20-70 I'd say 100 is high, but I'm also aware that there are many players that have been in the game since the launch of the game and may be around lvl 200-500, so I would like to know your opinions about what do you consider a "High level player"
