3 attackers VS 1 Defender: why Risk has become boring !

The official rule is:  If you attack with 3 vs 1 defender and the defender gets a higher roll than all 3 attackers, attacker loses 1 unit.

Yes but this is called Risk, not Safe. So loosing 3 attackers should be the rule. By the way the creators of the Risk have changed the rules and now, as you say, Attackers loses only one. Why ? Because statistically you just turtle and dont attack. Rather than thinking of a counter play like, for example, forcing a player to engage at least 5 units in attack every turn, they just changed the rule.

Hear me, Attacker loses only 1 => Risk is a boring game
