So In the Hell that Jackson rules over, Being the 9 layers, In between are Places where Some sinners are sent to do essentially White collar work. They are stationed inside of a Large office building out of one of the Hundreds of thousands existing in Hell, the sinners put on these Jobs, Are In a sense a value to Hell. Sinners Work Day to day Lives and rake, extort, scam, etc etc Money from the Overworld. Downwards towards Hell.

That money is then Sent directly to bigger buildings and even Jackson himself so that he has money for everything and to Make Hell either the Best experience you'll ever have, or the most Soul tearing, Scream screeching, and Bloodiest Life you'll ever Have the Unfortunate Fate of living for eternity.

In short, make yourself look like your worth something, or Be Sentenced to eternal Damnation.
