Your thoughts on this drip edge installation.

I'm a carpenter. I do occasional roof repairs.

I subbed this flat roof out. The work was done yesterday and I came back today to check on it.

The drip edge on the rake walls was installed over the primary top roof material and covered with a strip of the same roll roofing material. That strip was laid down with a heavy coat of asphalt sealant, Karnak or something like it. I know drip edge goes above the underlayment on rake edges, but this looks very wrong to me.

I was also told that this GAF roll product is a two part product that has an underlayment layer. I'm suspicious that it was not installed and the top roll is adhered to the roof deck.

Any thoughts on this from more experienced roofers would be appreciated. I would love for somebody to point me in the direction of a GAF technical product sheet with manufacturer's installation data.
