Season 2 Finale Potential Plothole?

When Mark Scout enters Cold Harbor, why doesn't he transition to an innie of his own? If it's because the room was only calibrated to Gemma, then why would Mark S transition into Mark Scout on the elevator? Wouldn't the elevator only be calibrated to Gemma as well?

I don't believe it's mentioned at all by Cobel or Devon when discussing their plan to break Gemma out. Maybe I missed something.
