B&H Tavern/Bar

I’m starting my own business with the business and hobbies pack and I’m in 1367. I have been playing on off the grid the whole time so far but the ticket thing doesn’t work on off the grid. I was wondering do I have to have to ticket this because it is a bar so it would make sense not to have it. I don’t know if it’s required for the small business to actually work. Can someone help me I tried searching it up but nothing really comes up.
