Starfield making external videos lag, is this an optimization issue?

Whenever I play starfield, whatever I am watching on another screen will lag or just freeze the video with no performance drops on starfield itself.

The audio remains intact so I know the stream itself isn’t lagging, but I just can’t get video to play.

I am running the game on lowest settings currently to try to help with no success.

I have a Ryzen 9 7950X3D with a Nvidia 4090 and 32 gb of RAM, so I don’t think specs are the issue.

Anyone else run into this problem or have any advice?
