Should Teachers Be Given More Prep Time?

The amount of prep time teachers get is nowhere near enough to plan effective lessons, grade, and handle all the administrative tasks. Most of my prep time is taken up by meetings, covering for other teachers, or dealing with student issues. In an ideal world, how much prep time should teachers have? What would make a difference?
