Just got hands, where is Heart Attack?

As the title says, I picked up Hands today and have been loving him so far. I like to use bruiser with the barge damage ability tree upgrade to meme around and get barge kills, and I noticed I couldn't find the perk Heart Attack in his skill tree. Is this a bug, or did it get removed a while ago like Scout?
