Should the 9.8% wage increase effect ALL salary's?

As the title states - Realistically, should everyone be receiving this payrise given the current cost of living etc. Whether you're on minimum wage or not?

Interested in people's opinions... personally pushing just over the 40% bracket and am still expecting my employer to dish out a payrise in April.
