How do SOME international students pass in person exams

Please don’t take this the wrong way, I know plenty of talented international students, but I also know many who don’t speak a word of English, use chatgpt to live translate lectures, and are constantly spamming myself and a few others super basic questions about assignments (usually left to the last minute). I understand how they can pass essays etc, but when it comes to an in person exam, especially essays, how on earth do some of these people pass.

This is a genuine question, maybe I’m just biased from having some really bad group project partners , bjg any insight is appreciated
