Great PC terrible Performance

I am fairly new to PCVR and I built a high end PC. 4090/i9 14900K. There seem to be a lot of settings that can conflict with each other. I mostly play with PSVR2 since I have issues with my wifi connections and I'd much rather have the direct connection with the beautiful colors that I get in the PSVR2 headset.

I seem to be having issues with a lot of stuttering and framerate. Can anyone help me get the settings right between Oculus, steam, VD, and Nvidia? It's getting to the point where I am buying all of my games on PS5 or Quest. This really sucks because I spent waaaay to much money on this PC build to let it sit and collect dust. I have had great graphics and performance in the past and now I think my settings are just all screwed up and I don't know where to start to get them optimized again.

I just ask that if you want me to do anything advanced that you please explain because like I said I am fairly new to PC gaming and don't understand a ton of the lingo.
