Vocational Rehab after GI Bill

I used up my VA loan at the now defunked ITT Tech. The VA basically sent all the vets attending there an email telling us to get out because they were about to get shut down. Years and years later, civilian students were reimbursed for the money they paid into their students loans, all I got back was 2 months of my GI Bill. They keep saying they are doing stuff for the veterans too, but that’s all lip service and nothing has happened. All this to say, I have multiple TBI’s and am nearly incapable of doing my job and anything I could use my schooling towards will just land me in the same mess. Does anyone know if I’m able to use my vocational rehab even though I’ve used up my GI Bill?
