Planets no longer getting protection in Planet Wars?

I've noticed that sometimes I stop getting the one hour of protection on level one planets. I do at the beginning of the event and I see other folks still getting it on level one planets, but I'm not. This is in masters, I happened to join a Legion in that rank but I'm only at 820k power so basically anyone else on the map farts at me and I'm kicked off the planet getting only 6-10 rare earths.
