Getting ghosted by PL?

I keep reading about promos, bonuses, feedback etc. People here say the PL is responsible to give you these information, but mine is pretty absent and doesn't even attend our montly meetings. Is this typical? Should I change, can I complain somehow? Lvl 11 joined June.
