Vegas cosmopolitan upgrades (fhr vs gold)

I just got the Amex plat and it comes with Marriott gold elite on top of FHR?

Doesn’t booking through FHR give you upgrade eligibility as well as Marriott gold?

Also would it be risky to book 1 tier below a suite to try to get bumped to the suite ?
