Father-in-law tack driver

My father in law wants a bolt action. He’s wanting to get a Ruger American or some kind of .223 bolt action. I’m trying to get him in the AR world. Can a sub-MOA be had in an AR for under $1k.

I’ve offered to build it with him. I have a 10.5” LMT and my wife has a 18” Palmetto build.

Guessing maybe a build with a Faxon barrel of some sort.
