How To Select Trim Level

Generally when shopping for a new car or suv is it better to choose a lower trim and pay extra for the upgraded features? Or just get the higher trim with the extra features as standard? For example, some lower trims you must pay extra for a moonroof while the higher trim it’s standard. Or does it vary by make and model?
