Is it really socially acceptable to watch videos and listen to music on your phone, in public spaces and public transport without headphones?

This is something that I’ve noticed, the amount of people, out and about in public; listening to their mobile phones at full volume whilst walking down the street, sitting on the bus, in bars and restaurants… doesn’t seem to be a particular age group either. I’ve seen everyone from the elderly, to teenagers to parents, giving their children tablets, blaring Pepa Pig at full volume. Recently, I had to ask a guy (mid 30’s) to please use ear earphones, as he was was playing Candy Crush (wtf) at full volume, right next to me, on a plane. He complied, but the look he gave me suggested I had asked him to chop his arm off. Thoughts?
